Roles

In the project planning, different “roles” are identified for different tasks and workloads. They indicate the expertise needed for the different elements of the overall project and can be fulfilled by different persons of the project team, depending on organisation and workflow.

In order of appearance in the work plan, these “roles” are:

  • “eGA PM”: the project manager, responsible for the correct management of the project and its administration (see also Work Package 1 “project management”);
  • “eGA 1”: a high level expert of the e-Governance Academy, who will oversee and supervise the activities of the project staff at eGA and who has additional specific tasks in the project;
  • “eGA 2”: the project officer appointed by eGA;
  • “EUI 1”: a high level expert of the European University Institute, who will oversee and supervise the activities of the project staff at EUI and who has specific tasks in the project;
  • “EUI 2”: the project officer appointed by EUI;
  • “SC”: the project officer designated by the Estonian State Chancellery to perform the tasks under this project.


Project team

For the e-Governance Academy (eGA)

  • Mr Ivar Tallo

Mr Tallo is the director of the e-Governance Academy. Bringing in his expertise on public management and (e-) participation, he takes the role of “eGA 1”.

  • Mr Arvo Ott

Dr Ott is member of the management board of eGA. He supports the project supervising the daily management, and brings in his expertise on public management and project building.

  • Ms Nele Leosk

Ms Leosk has extensive experience in the field of e-democracy and participation, and is mainly responsible for the analysis of the existing tool and for the conceptual development of the new one.

  • Mr Peeter Marvet

Mr Marvet has a technology-oriented background and brings in expertise on concept structuring and development techniques.

Ms Leosk and Mr. Marvet take up the role of “eGA 2”.

  • Mr Steven Segaert

Mr. Segaert is programme co-ordinator at eGA. In this project, he fulfils the role “eGA PM”, and is responsible for the overall management and administrative backstopping of the project.

For the European University Institute (EUI)

  • Prof. Dr Alexander H. Trechsel

Alexander H. Trechsel is professor of political science takes the lead (“EUI 1”) for the European University Institute in Florence, Italy. He is an expert on e-democracy, direct democracy, federalism, European integration and political behaviour.

  • Dr Andrew Glencross

Andrew Glencross received his PhD in political science from the European University Institute and assumes the role “EUI 2”. An expert on EU integration, he is currently working on topics related to participation and democracy in Europe.

For the State Chancellery (SC)

  • Mrs Eleka Rebane

Mrs Rebane is responsible for the management of the present TOM tool at the Estonian State Chancellery. She takes up the role “SC”.
