**The following reflects discussions on the type of license that is to be used when publishing the TID+ software.** <br />

The TID+ software is made available under GPL license, with no limitations concerning the right of anyone to adapt, add, implement and otherwise use, other than that the result of this activity needs to be made available under the same permissive conditions. It is equally important to this project that no third party can commercialise the TID+ software, or use it to create a commercial software without communicating the source code.<br />
<br />
A worry exists concerning the consequences of the use of GPL license where it comes to software made available online. What is based on GPL licensed elements can be used as long as the end result is published under a license that is at least as permissive as GPL. There is however discussion whether or not this also entails the online publishing of software. Due to delays and changes in project it is reasonable to perform testing in two stages: first to make sure base functionality of developments ordered by SC performs as expected, second to test TID+-specific additions as soon as they are ready. According to current development agreement it should be possible to do both using test environment set up for SC and delay public launch of \"new TID\" in Estonia until the TID+ additions have been also tested and ready for use.<br />
<br />
This means some extra burden specially for invited beta testers who are not part of organisations participating in TID+ and who would expect to see finished system. We believe though, that providing them access in early stage and so leaving more room for suggestions resulting from testing to implemented would compensate that.<br />
<br />
As [TID technical specification] is publicly available testers are able to see already planned changes and can concentrate on possible shortcomings that are not described earlier.<br />
